How should society manage sex offenders who are released from prison? How can sex offenders be detained in a way that prevents re-offending while respecting civil liberties? Is preventive detention a type of double punishment? Do prison-based sex offender treatment programs work? What is the best way to protect the community from sex offending?Professors McSherry and Keyzer focus on three key modern policy responses to such questions, and the cases that propelled their development:Earl Shriner in Washington State, and the United States approach of detaining 'sexually violent predators' in special institutions;Dennis Ferguson in Queensland, and the Australian post-sentence detention and supervision schemes;John Cronin in Scotland, and the Scottish approach of making orders for lifelong restriction at the time of sentence.

This expert reference provides a broad, comprehensive review of the major domains of sexual offending. Beginning with an integrated etiological model of sexual offending, chapters follow addressing the primary predisposing conditions related to sexual offending (e.g. pedophilic, hebephilic, paraphilic rape and non-contact paraphilic disorders, hyper sexuality and personality factors). In addition, special subgroups of sexual offenders (females, youth and the intellectually disable) are considered. Both broad and specific perspectives on the assessment of sexual offenders are provided. Overviews are offered of clinical and forensic evaluations of such offenders and the utility of structured psychological assessment. A novel conceptual model of risk assessment is proposed. More specifically, each of the primary approaches or instruments related to risk assessment of sexual offending are addressed: the Static risk assessment measures, the Sex Offender Risk Appraisal Guide, structured professional judgment, and the varied measures of dynamic or criminogenic needs assessment. Finally, multiple aspects of management of sexual offenders are discussed including models of psychosocial treatment, the question of the effectiveness of such treatment, biological interventions, civil commitment, circles of support, and the containment approach to community management. Chapters are authored by both prominent experts and experienced professionals for a breadth of perspective. Among the topics covered: Pedophilic, Hebephilic, Rape Paraphilic Disorders and the variety of Non Contact sexual offending conditions Personality, related conditions, & their association with sexual offending: motivators and disinhibition in context. Disorders of hyper sexuality. Assessments of sexual offenders, including the role of psychological testing, clinical & interview approaches, as well as forensic evaluations Conceptual models of risk assessment & discussion of specific static, dynamic & structured clinical risk assessment approaches Models of & reviews of treatment outcome with sexual offenders, including psychotherapy, psychopharmacology and castration, the containment approach, civil commitment & circles of support Overview of public policy issues & an evidence-based perspective on sex offender registration and residential restrictions. This breadth of material in Sexual Offenders will help practitioners gain multiple levels of clinical insight as well as giving them up-to-date practical tools and techniques for working with this problematic class of individuals.

In any society, certain people pose a risk to others. For hundreds of years, preventive detention has been authorized by governments to ensure people are held in custody for: criminal proceedings, mental health issues, quarantine, inebriation, enemy alien status, sexual predator suspicion, etc. The policy has also been famously employed more recently to control suspected terrorists. In all of these areas, governments need to balance the protection of the community with the rights of the 'dangerous' person. These regimes have proliferated in recent years, and this book asks and answers some of the fundamental questions about these regimes: What are their doctrinal foundations? * Is there a risk in laws that blur the historic division between criminal and civil law, allowing civil law to be used for criminal law purposes, but without the protection normally provided to criminal defendants? * Are they effective in protecting people from harm? * How do these regimes challenge fundamental principles, such as human rights? * What are the remedies available to people who seek to challenge these regimes? Regimes that punish people who have not been convicted of a fresh crime or that contemplate the infliction of punishment upon breach of a 'control order' require careful scrutiny to avoid human rights abuse. The book considers preventive detention in its many varying forms across Europe, the Americas, and Australasia. It interrogates the theoretical underpinnings of these regimes and then critically analyzes these for consistency with international human rights. Preventive Detention: Asking the Fundamental Questions brings together respected international experts to guide lawmakers, policymakers, and academics in an increasingly significant area of penal and public policy.

This book arises from a three-year study of Preventive Justice directed by Professor Andrew Ashworth and Professor Lucia Zedner at the University of Oxford. The study seeks to develop an account of the principles and values that should guide and limit the state's use of preventive techniques that involve coercion against the individual. States today are increasingly using criminal law or criminal law-like tools to try to prevent or reduce the risk of anticipated future harm. Such measures include criminalizing conduct at an early stage in order to allow authorities to intervene; incapacitating suspected future wrongdoers; and imposing extended sentences or indefinate on past wrongdoers on the basis of their predicted future conduct - all in the name of public protection and security. The chief justification for the state's use of coercion is protecting the public from harm. Although the rationales and justifications of state punishment have been explored extensively, the scope, limits and principles of preventive justice have attracted little doctrinal or conceptual analysis. This book re-assesses the foundations for the range of coercive measures that states now take in the name of prevention and public protection, focussing particularly on coercive measures involving deprivation of liberty. It examines whether these measures are justified, whether they distort the proper boundaries between criminal and civil law, or whether they signal a larger change in the architecture of security. In so doing, it sets out to establish a framework for what we call 'Preventive Justice'.

Research on prisons prior to the prison boom of the 1980s and 1990s focused mainly on inmate subcultures, inmate rights, and sociological interpretations of inmate and guard adaptations to their environment, with qualitative studies and ethnographic methods the norm. In recent years, research has expanded considerably to issues related to inmates' mental health, suicide, managing special types of offenders, risk assessment, and evidence-based treatment programs. The Oxford Handbook of Prisons and Imprisonment provides the only single source that bridges social scientific and behavioral perspectives, providing graduate students with a more comprehensive understanding of the topic, academics with a body of knowledge that will more effectively inform their own research, and practitioners with an overview of evidence-based best practices. Across thirty chapters, leading contributors offer new ideas, critical treatments of substantive topics with theoretical and policy implications, and comprehensive literature reviews that reflect cumulative knowledge on what works and what doesn't. The Handbook covers critical topics in the field, some of which include recent trends in imprisonment, prison gangs, inmate victimization, the use and impact of restrictive housing, unique problems faced by women in prison, special offender populations, risk assessment and treatment effectiveness, prisoner re-entry, and privatization. The Oxford Handbook of Prisons and Imprisonment offers a rich source of information on the current state of institutional corrections around the world, on issues facing both inmates and prison staff, and on how those issues may impede or facilitate the various goals of incarceration.

Praise for the First Edition: 'Sex Offender Laws . . . is a good source for [a] balanced, objective, and thorough critique of our current sex offender policies as well as a source for accurate information about a very heterogeneous population. . . . The message that sexual abuse is often a multifaceted and complex issue and that policy based on quick fixes or knee jerk reactions does not often work will be informative and enlightening to many readers.' óSex Roles '[T]his fine book by Richard Wright and his distinguished collaborators provides the evidence that wise policy makers would want to consider. It covers every major field of research concerning sex offenders and sexual offenses and provides evidence of bad practices and policies. Intellectually honest politicians should read this book.' óMichael Tonry, LLB, Professor of Law and Public Policy, University of Minnesota Law School (from the Foreword) The most comprehensive book available about sex offender policies and their efficacy, Sex Offender Laws has been widely embraced as a text for courses in criminal justice, social work, and psychology. Now updated to keep pace with rapidly changing laws and policies, this second edition features an increased emphasis on policy and program alternatives. It incorporates new content on high-profile issues affecting adolescent sex offenders, critical analyses of the results of recent studies on sex offender policies, effective approaches in preventing recidivism, and cutting-edge research in the fields of criminal justice, law, forensic psychology, and social work. The second edition continues to document and assess the full gamut of laws designed to respond to and prevent sexual violence. The majority of sex offender policiesóoften developed as 'quick fixes' in response to high-profile casesóare not based on empirical evidence, nor have they demonstrated any significant reduction in offender recidivism. This new edition showcases alternative models that offer innovative and victim-centered approaches to combating sexual violence. Expert authors explore critical, controversial topics such as sexting, Internet sexual solicitation, the death penalty, mandatory sentencing, statutory rape, age of consent laws, and community responses. The book examines the political 'untouchability' of sex offender laws and their adverse effects; despite their popularity, sex offender laws have largely failed to keep people safe and actually promote an inaccurate sense of vulnerability. The text also analyzes the role of the media and presents a new chapter on Sexual Assault Nurse Examiner programs. Expert contributors include Karen Terry, author of Sexual Offenses and Offenders, and others who bring a wealth of insight to the field of sex offense. New to the Second Edition: Emphasizes policy and program alternatives to currently ineffective policies Provides new content on the criminalization of adolescent sexuality Analyzes the role of the media in sex offense and sex offense policies Critically discusses state implementation of the 2006 Adam Walsh Act Introduces new policy alternatives including environmental criminology and its use toward sexual violence prevention and the increasing use of civil litigation in sexual assault cases Examines the political 'untouchability' of sex offender laws and their adverse affects and unintended consequences

Most crimes of sexual violence are committed by people known to the victim—acquaintances and family members. Yet politicians and the media overemphasize predatory strangers when legislating against and reporting on sexual violence. In this book, Eric S. Janus goes far beyond sensational headlines to expose the reality of the laws designed to prevent sexual crimes. He shows that 'sexual predator' laws, which have intense public and political support, are counterproductive. Janus contends that aggressive measures such as civil commitment and Megan's law, which are designed to restrain sex offenders before they can commit another crime, are bad policy and do little to actually reduce sexual violence. Further, these new laws make use of approaches such as preventive detention and actuarial profiling that violate important principles of liberty. Janus argues that to prevent sexual violence, policymakers must address the deep-seated societal problems that allow it to flourish. In addition to criminal sanctions, he endorses the specific efforts of some advocates, organizations, and social scientists to stop sexual violence by, for example, taking steps to change the attitudes and behaviors of school-age children and adolescents, improving public education, and promoting community treatment and supervision of previous offenders. Janus also warns that the principles underlying the predator laws may be the early harbingers of a 'preventive state' in which the government casts wide nets of surveillance and intervenes to curtail liberty before crimes of any type occur. More than a critique of the status quo, this book discusses serious alternatives and how best to overcome the political obstacles to achieving rational policy.

Winner of the 2008 British Society of Criminology Book Prize Sex offenders, particularly those who offend against children, feature prominently in contemporary law and order debates. Child sexual abuse is a small component of the broader category of 'gendered and sexualised violence' which causes significant trauma for victims yet continues to evade conventional approaches to justice. This is evidenced not only by the low number of prosecutions, due mostly to low levels of reporting and evidential difficulties at trial, but also by the failure of the justice system to prevent re-offending, largely due to the limited availability and effectiveness of prison treatment programmes. Following Braithwaite's dichotomy of 'reintegrative' and 'disintegrative' shaming, this book argues that contemporary popular and state-led responses to the risk posed by sex offenders are largely disintegrative in nature. At best, the offender may be labelled, stigmatised and ostracised from the community, while at worst, he may be subjected to violence and vigilante action and ultimately return to offending behaviour. The failure of these retributive responses means there is considerable scope for exploring alternative forms of justice and their potential for improving the outcome for victims, offenders and communities affected by sexual offences. This book examines the controversy of whether restorative justice can be applied to child sexual abuse as one of the most intractable of contemporary societal problems, and if so, what special considerations might apply. Although restorative schemes with sex offenders are in short supply, a few initiatives have developed in Canada and parts of the United States which have effected significant benefits in 'reintegrative shaming.' The book examines whether such ad hoc schemes may be of general application with child sexual abuse and whether they may be implemented on a more holistic basis.

Experienced legal academics and mental health professionals explore the current approaches to “dangerousness” and preventive detention. The defining characteristics of those deemed dangerous by society vary according to culture, place, and time, and the contributors to this text have gathered to analyze the policies and practices related to current out-groups such as sex offenders, suspected terrorists, and young offenders in the United States, Scotland, England, and Australia. Dangerous People is the result of their research, workshopping, and writing. The text is organized logically and begins with a section on Parameters that explores the international human rights and legal limitations related to preventive detention schemes. It moves on to Policy, where contributors examine legislative policy, and Prediction, or risk assessment, especially in terms of violent crimes in youth. The section on Practice focuses on recent schemes to prevent re-offending. This text is indispensible as a resource that deals with the practical issues surrounding preventive detention and supervision schemes, the assessment of the risk of future harm in offenders, and different programs and sentencing options for high-risk offenders with mental illnesses. It contains case examples that bring real-life issues to light and sets forth an agenda to provide effective ways to protect communities from harm.

In many criminal justice systems a new trend towards incapacitation can be witnessed. A ubiquitous want for control seems to have emerged as a consequence of perceived safety risks. This can be seen not only in the mass incarceration of offenders but also in the disqualification of offenders from jobs, in chemical castration in cases of sexual crimes, the increased use of electronic monitoring and in the life-long monitoring of individuals who pose certain risks. Trends towards incapacitation are now even spreading to public administration and the employment sector, in the refusal of licenses and the rejection of employees with past criminal records. This book discusses the topic of incapacitation from various angles and perspectives. It explores how theories of punishment are affected by the more recent emphasis on incapacitation and how criminal justice practice is changing as a consequence of this new emphasis. Many contributors express criticisms with this trend towards incapacitation. They argue for a better calibration of measures to the severity of the misconduct. In addressing an increasingly important development in criminal justice, the book will be an essential resource for students, researchers, and policy-makers working in the areas of criminal law, sentencing, probation and crime prevention.

Convicted sex offenders released from custody at the end of their criminal sentences pose a risk for re-offense. In many US states, Sexually Violent Predator (SVP) laws have been enacted that allow for the post-prison preventive detention of high risk sex offenders. SVP laws require the courts to make dispositions that protect the public from harm while at the same time respecting the civil rights of the offender. This book describes these SVP laws, their constitutionality, and aspects of their operation. Courts hear expert risk testimony based heavily on the results of actuarial risk assessment. Problems associated with this testimony include the lack of a theory of recidivism risk, bias due to human decision-making, and the insularity of scholarship and practice along developmental lines. The authors propose changes in legal standards, as well as a unified developmental model that treats sexual violence as an 'evolving' condition, with roots traceable to childhood and paths that extend into adolescence and adulthood.

What happens when two systems, law and medicine, are joined in the arena of the court? This work deals with the structure and the premises of two diverse discourse models; the approach is anthropological. Several chapters are preponderantly based on legal research, addressing cases requiring testimony by expert witnesses on recent technologies used in the laboratories of medical scientists. Descriptions of other societies and cultures consider the identical problems of rights, privileges, and duties, and provide perspectives to cultural self-knowledge. This volume can be used as a text for courses taught in medical schools and law schools. It will be of particular interest to students taking courses in health science, public health, medical anthropology, forensic anthropology, psychology, sociology, public justice, behavioral sciences, forensic psychiatry, legal anthropology, social welfare, as well as courses on research models.

Description

Detention is an unique atmospheric horror game heavily influenced by Taiwanese/East Asian culture (Taoism and Buddhism references) based on the 1960s Taiwan under martial law. With simple point and click mechanism, the player control characters who venture into the school beset by hostile supernatural events to uncover stories behind the haunted place. Incorporated religious elements based in Taiwanese/Chinese culture and mythology, the game provided players with unique graphics and gaming experience.

History

It all started with a simple question. “Why can’t I find any game out there that could represent our culture and share with the world the place I grow up in?” Mr.Yao or Coffee as a game designer carried this thought with him for years and in 2013 finally decided to craft a horror game universe filled with Taiwanese/Eastern elements (A mixed of Taoism and Buddhism beliefs with traditional Chinese culture). A year into production, Coffee figured the game’s scale had grown too large, thus approached Light Wang and Henry Wang, who previously created Taiwan’s first greenlit indie title Constant C. At first glance the two realize that Detention is eye catching and full of Taiwanese flavor. And its uniqueness soon attracts famous composer Weifan Chang, artist Finger, game designer Doy, programmer Chia-Sheng and Vincent joining the team. Together they dedicated to share with world a game that no one has ever seen before.

Features

  • Story-driven atmospheric horror game.
  • Unique Taiwanese/Eastern cultural references.
  • Over 40 minutes of OST, fusing Electronic, Lo-Fi, and Rock with traditional Asian instruments.
